   The tedious prater offered opinions on every subject but listened to none.

Formed from prate ("to talk foolishly or tediously") + the agent suffix -er. Prate entered Middle English from Middle Dutch praten ("to talk, chatter"). This word is unrelated to the Vienna park called the Prater.
