   historical: an administrative district of the Ottoman Empire, usually a subdivision of an eyalet or vilayet

   The port and its surrounding villages formed a sanjak within the larger province.

From Ottoman Turkish sancak ("flag, banner; administrative district"). A district was associated with the banner carried by its governor, the sanjakbey. The Turkish word ultimately belongs to a Turkic family for a lance or a streamer attached to one.
