Formed from ensign + -cy. Ensign came through Old French enseigne ('mark, banner, standard') from Latin insignia ('distinguishing marks'). Because a junior officer traditionally carried the unit's colors, ensign became the name of a rank; ensigncy named that rank, office, or commission.
