Formed from excise + -able. The tax sense follows excise, an assessment borrowed through Dutch and French; the removable sense follows the unrelated verb excise, 'cut out,' from Latin excidere, from ex-, 'out,' + caedere, 'cut.' The shared spelling therefore hides two histories.
